Brand new masonry structure on an urban site including the construction of apparatus bays, training facilities, living quarters, offices and other support areas. The site was surrounded by residential neighborhoods to the south and east, retail businessines to the west and north, and a grade school two blocks away, all of which necessitated tight controls.
